Even if the War Room notifies the off-ice official

I thought play continued until their was a stoppage? At that point one of the on-ice refs comes over to talk to the off-ice official and War Room. That isn't the case in college football or at least I thought the bylaws are written that once the ball is snapped, then a previous play can't be reviewed. Depending on the method of communication, does it make a difference whether the football game is played indoors or outdoors? For the most part NHL games are played indoors, so the NHL doesn't have to factor in rain, cloudy skies, mountains, or anything else that could potentially disrupt the signal.
